I remember 2-3 years ago I really rated some of the young players coming through. Most of these guys are still starters for their clubs but they haven't kicked on.
It must be a systematic problem but I don't think it's as simple as blaming the foriegn imports. On any weekend there is still a considerable number of English qualified players playing in the GP
